Do Americans Need an International Driving Permit in Bali?
Americans need an International Driving Permit to drive or ride in Bali, and it has to be arranged before leaving home. What it covers, and what it does not.
Editorial Written and checked for American travelers
Yes. An American who wants to drive in Bali needs an International Driving Permit, carried together with a US license. The permit is necessary but not always sufficient: it only translates the license you already hold, so it does not make a car license valid for a scooter. A US permit is issued at home, so arrange it before you leave.
What the rule is
The US State Department states the rule for Indonesia in one line: a US driver's license alone is not recognized in Indonesia, and foreign drivers must carry an International Driving Permit. Bali's own 2025 rules for foreign visitors say the same from the other side, requiring a valid international or national driving license.
What the permit actually is
An International Driving Permit is a booklet that translates your existing license into several languages in a standard format. It is not a license. It has no force without the US license it was issued against, so carry both documents together.
Where Americans get one
In the United States the permit is issued by AAA, and AAA's own country list includes Indonesia among the countries that honor it. You apply before you travel, with your valid US license. Plan this as a pre-departure errand, alongside checking your passport's expiry date.
What the permit covers, and what it does not
An International Driving Permit carries over the vehicle classes on your US license and nothing more. Indonesia's traffic law requires every driver to hold a license matching the type of vehicle driven, and the law treats motorcycles as their own license class, separate from cars.
Cars
If your US license covers passenger cars, the permit translates exactly that. With both documents, an American is carrying what the State Department says a foreign driver must carry. Whether you want to drive in Bali is a separate matter from whether you may: traffic keeps left, and the State Department describes roads shared with large numbers of motorcycles that pass on either side.
Scooters and motorcycles
Scooters are where the permit is most often misunderstood. As we read the statute, a license that covers cars only does not match a motorcycle, and a permit that translates a car license cannot add a motorcycle class. If your US license has no motorcycle endorsement, our advice is to treat yourself as unlicensed on a scooter. That is an interpretation, not an official ruling, and we found no official page that says a car license is enough.
What happens without one
Driving or riding in Indonesia without the required license is an offense under the national traffic law. The statute sets a maximum of 4 months' detention or a fine of IDR 1,000,000 for riding without the required license, with a lower maximum for a driver who holds a license and cannot produce it. Those are legal ceilings, not a roadside price list.
Checks are part of a wider campaign
The US Consular Agency in Bali reports a current enforcement campaign involving police, immigration, transport and tourism officials, with increased enforcement of traffic and vehicle violations by foreigners. The State Department's advice, if you are fined, is to ask for an official receipt and follow the local procedure.
The larger cost is not the fine
A fine is the small consequence. The larger one is what an unlicensed rider's position looks like after a crash, both with the police and with a travel insurer. Ask your insurer in writing, before you go, whether you are covered while riding a vehicle your home license does not cover, and keep the reply.
Other documents to carry on the road
A driver in Indonesia is expected to carry more than a license. The State Department says drivers must also carry identification and the vehicle's registration documents and present them on request. For a rental, that means asking for the registration papers when you collect the vehicle and keeping them with you.
A simple kit
Our advice: keep the permit, your US license, a copy of your passport's photo page and the registration together in one waterproof sleeve. Leave your passport itself somewhere safe, and do not hand it to a rental shop as a deposit. If a shop asks to hold your passport, offer a photocopy or a cash deposit instead; your passport is the document you can least afford to be without.
Helmets
Helmets are required for motorcycle riders and passengers under Indonesian law, and Bali's rules for visitors repeat the requirement.
Do you need a permit if you never drive?
A visitor who does not drive or ride in Bali has no need for an International Driving Permit. Ride-hailing apps operate in Indonesia and licensed taxis are available, and cars can be hired with a driver. For many first trips that is the simpler arrangement, since it removes the licensing question entirely.
Getting one anyway
If there is any chance you will rent a car or scooter, get the permit before you leave. It is issued in the United States, and a rental is the kind of decision that gets made on the spot. Whether riding fits your trip at all depends on where you stay and how you plan to move between places, a connection worked through in the complete Bali trip guide.
