Every traveler flying into Bali has to submit Indonesia's arrival card, called All Indonesia, before reaching immigration. The card is free, it is filled in online or in the official app, and it can only be completed within 72 hours of arrival. It is a separate step from the visa and from Bali's tourist levy, and finishing one of those does not finish the others.

What the arrival card is

Indonesia's arrival card is a digital declaration that every international passenger submits through the government's All Indonesia system. The State Department tells American travelers to complete an arrival card online or through the All Indonesia mobile app, and Indonesia's own e-visa site states that all travelers are required to submit one before arriving. The result is a QR code that you show on arrival.

One form in place of several

Guidance issued to international conference delegates in 2025 describes the card as a single form that combines the immigration, customs and health declarations, replacing the separate customs and health forms that arriving passengers used before. That is why older trip reports mention a customs form with its own QR code. For a trip now, the arrival card is the form to look for.

It is not a visa

The arrival card does not give anyone permission to enter Indonesia. An American still needs a tourist visa, and can buy it online in advance or at the airport on arrival. The visa has a fee; the arrival card has none. If a website asks for payment to file an arrival card, it is not the official one.

When to fill in the arrival card

The arrival card can only be completed in the last 72 hours before you arrive in Indonesia. The State Department notes that the website will not let you finish the card if you try earlier than that. Our advice is to do it during the last two days before you land, when your flight number and first hotel are settled and the window is open.

Count from arrival, not departure

The window is measured from your arrival in Indonesia. There is no nonstop flight from the United States to Bali, and a trip with a connection crosses many time zones and the date line. Work out the local date you land in Bali, then count back. Our advice is to do it the evening before you leave home, or at the layover airport if the window has not opened yet.

Why not earlier

The system refuses early submissions, so there is nothing to gain by trying to file a week ahead. Put a reminder in your calendar for two days before arrival instead, next to the reminder to check in for your flight.

What the form asks for

The arrival card asks for the details an immigration officer and a customs officer would otherwise collect on paper. The delegate guidance lists passport details, an email address and phone number, arrival and departure dates, the flight, the place you will stay, and a set of health and customs questions. Have your passport and your booking confirmations beside you before you start.

Passport and contact details

Enter your name and passport number as they are printed in the passport. The same guidance says the QR code is sent to the email address you give, so use one you can open on your phone while traveling. Each person needs a card of their own, including children and infants, so a family of four submits four.

Travel and accommodation

You will be asked for your arrival date, your flight, and where you are staying. Use the address of your first night's accommodation. Indonesia's visa rules also expect a visitor to hold an outbound ticket from Indonesia, so have your departure date and flight ready as well.

Customs questions

The customs part asks whether you are carrying things that must be declared. The rules behind those questions are fixed by Indonesian customs. Personal goods are free of duty up to USD 500 per person per arrival, an adult may bring 1 liter of alcohol, and cash worth IDR 100,000,000 or more must be declared. Medicines are on the list of items that send a passenger to the inspection channel, so answer the medicine question accurately and carry your prescriptions.

What to do with the QR code

Submitting the arrival card produces a QR code, and the State Department's instruction is to save it and show it to immigration and customs when you arrive. Our advice is to keep a screenshot in your phone's photos, where it opens without a connection, and to save one copy per traveler. A printed copy in your passport wallet costs nothing and survives a flat battery.

Answer truthfully

The card is a declaration to two government agencies. Our advice, if your answers change after you submit it, for example because you buy duty-free alcohol on the way, is to tell the customs officer when you arrive. Alcohol and tobacco above the allowance are destroyed on the spot by the customs officer, so a purchase at a layover airport counts toward the same limit.

Where the arrival card fits with the visa and the levy

An American flying to Bali deals with three separate systems before or at arrival: the tourist visa, at IDR 500,000; Bali's tourist levy, at IDR 150,000 per person; and the arrival card, which is free. Each is handled separately. Only the arrival card has a time window that stops you from doing it early.

A workable order

Our advice is to handle the visa and the levy once your flights are booked, since neither has a short window, and to leave the arrival card for the last two days. Keep all three confirmations in one folder on your phone. How these steps line up with the passport rules and the rest of the pre-flight list is set out in the complete Bali trip guide.

Use the official addresses

The State Department's Indonesia page links to the official arrival card site and names the All Indonesia app, and that page is the safest place to start from. The card is free of charge. A site that charges a fee is a third party, and you have no need to give it your passport details.
