What You Can Bring into Bali: Customs, Alcohol and Vapes
Indonesian customs sets fixed allowances for alcohol, tobacco and vapes, and destroys anything over the limit. The numbers to know before you shop duty-free.
Editorial Written and checked for American travelers
Indonesian customs sets fixed allowances for alcohol, tobacco and vapes, and the rule for going over them surprises people: the excess is destroyed, not taxed and returned to you. There are also rules for the value of what you carry, for cash and for medicines. Knowing the numbers before you shop at duty-free saves both money and an awkward moment at the airport.
The allowances at a glance
Indonesian customs sets a per-person allowance for goods, alcohol, tobacco and e-cigarette products. An adult arriving in Bali may bring 1 liter of alcohol, a fixed quantity of tobacco or vape products, and personal goods up to a set value free of duty. The allowances are set per traveler, so each adult should carry their own.
Personal goods:USD 500 per person per arrival, duty-free
Alcohol: 1 liter per adult aged 21 or over
Tobacco:200 cigarettes, or 25 cigars, or 100 grams of tobacco
Vapes:30 ml of open-system liquid, or 12 ml of closed-system liquid, for travelers 18 or over
Alcohol: one liter, and a different age line
An adult traveler may bring one liter of alcoholic drink into Indonesia free of excise, and the allowance applies only to passengers aged 21 and over. That is a single standard bottle of spirits or a little more than one bottle of wine per adult. A second duty-free bottle is over the limit.
What happens to the extra bottle
Customs does not charge you duty on the excess and let you keep it. Alcohol, tobacco or vape products above the allowance are destroyed on the spot by the customs officer. The two-for-one offer at the departure airport is a bad deal for a solo traveler flying to Bali.
Couples and groups
The allowance is per adult, so two adults traveling together can bring two liters between them. It is sensible for each person to carry their own bottle through customs. Travelers under 21 have no alcohol allowance, so a 19-year-old cannot carry a bottle for the family.
Cigarettes and tobacco
The tobacco allowance for an adult arriving in Indonesia is 200 cigarettes, or 25 cigars, or 100 grams of sliced or other tobacco. Those are alternatives, not a combined total. A traveler who brings more than one type gets a proportional share of each, so a full carton plus a box of cigars is over the limit.
The one-carton rule of thumb
Two hundred cigarettes is one standard carton. If you smoke, one carton per adult is the number to remember, and as with alcohol, the excess is destroyed, not taxed.
Vapes and e-cigarettes
E-cigarette products have their own customs allowance in Indonesia, available to passengers aged 18 and over. A traveler may bring 30 ml of liquid for open, refillable systems, or 12 ml for closed pod or cartridge systems, or 140 sticks or 40 capsules of solid heated-tobacco product.
Thirty milliliters is less than it sounds
A single common bottle of e-liquid in the United States holds 30 ml or more, and many hold 60 ml or 100 ml. One large bottle can put you over the allowance by itself. Closed pods are measured the same way: add up the milliliters printed on the packs before you fly.
THC cartridges are a different matter entirely
Nothing in the vape allowance covers cannabis. Marijuana, cannabis and CBD products are illegal in Indonesia, and the State Department warns that drug convictions there can bring heavy fines and long jail sentences. A THC cartridge left in a jacket pocket is a criminal problem, not a customs one. Check every bag and pocket before you leave home.
The USD 500 goods allowance
Personal goods worth up to USD 500 per person, per arrival, enter Indonesia free of import duty and tax. Above that value, customs charges 10% import duty plus value-added tax on the excess. The figure is set in US dollars in the regulation itself, so this is one Indonesian number that does not move with the exchange rate.
Your own laptop and camera
The allowance is aimed at goods you are importing, such as new purchases and gifts, and the customs rules treat goods for personal use differently from goods that are not. The red-channel list includes goods that are not for personal use, so several identical new items in sealed boxes are the kind of thing that invites questions in a way your own used laptop and camera do not.
Gifts for people in Bali
If you are carrying gifts, keep receipts handy and keep the total under the allowance, which is counted per person and per arrival.
Cash, and the declaration threshold
Cash is not capped at Indonesian customs, but it must be declared above a threshold. Money or other payment instruments worth IDR 100,000,000 or more, in rupiah or the foreign-currency equivalent, must be declared on entry and exit. Failing to declare carries a penalty of 10% of the amount, up to a maximum of IDR 300,000,000.
That threshold is far more cash than a vacation calls for, so for most travelers the rule is simply something to know exists. It is a declaration duty, not a limit: declared money is allowed in.
The customs form and the two channels
Arriving passengers declare their goods electronically before landing, as part of Indonesia's arrival card, and then walk through either a green channel or a red one. The red channel means physical inspection. Customs lists the things that send a passenger there, and several are easy to be carrying without thinking about it.
What sends you to the red channel
The official list includes goods above the duty-free value, animal and plant products, medicines, cash at or above the declaration threshold, goods not for personal use, and a few categories no tourist should be near, such as weapons. Being sent to the red channel is not an accusation. It is where declared items are looked at.
Fill the form in honestly
The declaration is part of the arrival card that every traveler completes in the last two days before landing. Answer the questions as they apply to you. Declaring what you carry is the expected behavior, and it keeps the inspection short.
